Preheat oven to 350°F (175°C). Grease and flour two 9-inch round cake pans. Line bottoms with parchment paper.
In a large mixing bowl, whisk together flour, sugar, cocoa powder, baking powder, baking soda, and salt.
Add eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Beat on medium speed with an electric mixer for 2 minutes until smooth.
Stir in the boiling water carefully (batter will be thin). Pour evenly into the prepared pans.
Bake for 30-35 minutes, or until a toothpick inserted in the center comes out clean. Cool in pans for 10 minutes, then transfer to wire racks to cool completely.
For the frosting: In a large bowl, beat softened butter until creamy. Gradually add powdered sugar, cocoa powder, heavy cream, vanilla extract, and salt. Beat on medium speed until light and fluffy, about 3-4 minutes. Adjust consistency with more cream if needed.
Place one cake layer on a serving plate. Spread 1 cup frosting on top. Add second layer and frost top and sides with remaining frosting. Use a spatula for smooth finish.
Chill cake for 30 minutes to set frosting before serving.
