In a small bowl, whisk together coconut aminos, rice vinegar, sesame oil, and arrowroot powder. Set aside.
In another small bowl, mix water and red pepper flakes. Set aside.
Heat 1 tablespoon of avocado oil in a large skillet or wok over high heat. Add the sliced beef and stir-fry until browned on all sides, about 3-4 minutes. Remove the beef from the skillet and set aside.
Add the remaining 1 tablespoon of avocado oil to the skillet. Add the minced garlic and grated ginger and stir-fry for about 30 seconds until fragrant.
Add the broccoli florets to the skillet and stir-fry for 3-5 minutes, until slightly tender-crisp.
Pour the coconut aminos mixture over the broccoli and stir to coat. Add the water and red pepper flakes mixture. Bring to a simmer and cook for 1-2 minutes, until the sauce has thickened slightly.
Return the cooked beef to the skillet and stir to combine with the broccoli and sauce. Cook for another 1-2 minutes, until heated through.
Garnish with chopped green onions and sesame seeds. Serve immediately over
