In a small saucepan over medium heat, combine the water, turmeric, ginger, black pepper, and a pinch of salt. Whisk continuously until the mixture is hot and the spices are well dissolved (about 3-4 minutes).
Remove the saucepan from the heat and stir in the matcha powder using a small whisk or fork to break up any clumps.
Pour in the coconut milk and return the saucepan to low heat. Warm the mixture gently, stirring occasionally, until it is hot but not boiling (about 2-3 minutes). Do not let it come to a rolling boil to prevent the matcha from becoming bitter.
Remove from heat and stir in the maple syrup or honey. Taste and adjust sweetness if needed.
Pour the latte into a mug and froth with a handheld milk frother or whisk vigorously for 30 seconds to create a creamy foam on top.
