Prepare the dressing: In a small bowl, whisk together soy sauce, sesame oil, rice vinegar, grated ginger, and minced garlic. Set aside.
Blanch the broccoli: Bring a pot of water to a boil. Add broccoli florets and cook for 2 minutes until bright green and crisp-tender. Drain and immediately plunge into ice water to stop cooking. Drain well and set aside.
Cook the beef: Heat a large skillet or wok over high heat. Season beef slices with salt and pepper. Stir-fry for 2-3 minutes until browned and just cooked through. Remove from heat.
Assemble the salad: In a large bowl, combine blanched broccoli, cooked beef, sliced red onion, and chopped cilantro. Pour the dressing over and toss gently to coat. Add mixed greens if using.
Serve: Divide into bowls, sprinkle with sesame seeds if desired, and serve immediately.
