Heat 2 tbsp olive oil in a large pot over medium-high heat. Add the beef cubes, season with salt and pepper, and brown on all sides for about 5-7 minutes. Remove beef and set aside.
In the same pot, add chopped onion, carrots, celery, and garlic. Sauté for 4-5 minutes until softened.
Add diced potatoes, browned beef, beef broth, bay leaf, and thyme. Bring to a boil, then reduce heat to low, cover, and simmer for 30 minutes until beef and potatoes are tender.
Gently stir in the fish chunks. Simmer uncovered for 5-7 minutes until fish is opaque and flakes easily. Do not overcook.
Remove bay leaf, taste and adjust seasoning. Garnish with fresh parsley and serve hot.
